- Yes and No. Many countries do allow foreigner to register their domain name. Fine example are .TO, .ST, .CC and many other domains. On the other hand, certain countries will require you to have physical presence in that countries before you are allowed to register those domain name.
Malaysian Domain Name and Singapore Domain Name are fine example of countries that require you to have physical presence before you can register their domain name.

- Yes you can. All that you need to do is to change the primary and the secondary nameserver associated with that domain name to the following :-
Primary Name Server
Host Name : ns1.hileytechhosting.com
I.P : 64.239.19.18
Secondary Name Server
Host Name : ns12.hileytechhosting.com
I.P. : 64.239.20.33

- All domain name registered will take up to 24 hours to propogate through the Internet where all servers will be updated. Hence a freshly registered domain will take up to 24 hours to go live.

- No. MYNIC only allow companies registered with ROC apply for the local country domain name. You need to have a registered company before you can do so.
MYNIC will however introduce personal domain name registration in the very near future.
